The Pelikan m150 is a decent pen and it does have a small niche in the market but the m200 is simply a better fountain pen with a minimal price difference. If you do have smaller hands, only need the standard nib sizes, and are on a tight budget though, the m150 may be the better option for your situation but the majority of people will be.
